US imposes sanctions against the head of Armory Alliance, a company operating in Belarus, for facilitating arms purchases for Iran

On November 4, the US State Department announced sanctions against Mohamed Ali Talibov, the head of Armory Alliance, a company based in Belarus. US authorities accuse him of facilitating the purchase of man-portable air-defense systems (MANPADS) for Iran, Reform.news reports.

According to the State Department, Armory Alliance acted as an intermediary between Chinese companies and Iran and participated in attempts to arrange the acquisition of hundreds of MANPADS. The department claims that Talibov, as the head of the company, facilitated arms purchases in Tehran's interest.

Armory Alliance and Talibov himself were already under US sanctions. The current decision introduces additional restrictions against the company's head based on Presidential Executive Order No. 13949, which concerns activities related to Iran's conventional arms.

In addition to Talibov, Alisher Damuladzhanov, who is located in Russia, also fell under sanctions. According to the State Department, he participated in attempts to arrange MANPADS purchases for Iran.

The third entity sanctioned is the Nigerian company Vanguard Tactical Supply Limited. US authorities allege that it facilitated the acquisition of Chinese-made MANPADS for Iran using fictitious end-users. This company was also previously under US sanctions.

The restrictions include blocking the property of the sanctioned individuals located in the US or under the control of US persons. US citizens and companies are prohibited from engaging in transactions with them, with certain exceptions. The blocking also extends to organizations in which individuals included in the sanctions list directly or indirectly own 50% or more.

The State Department called this decision a continuation of the campaign against Iranian arms procurement networks. Earlier sanctions related to MANPADS purchases were introduced on May 8, June 10, and July 15, 2026. The department linked the new measures to Operation Economic Outcast and the enforcement of UN restrictions against Iran, reinstated in September 2025.
