The US Treasury Department has removed Andrey Rybakov, the general director of Belaruskali, from the sanctions list. Information about this appeared on the institution's website.

Andrey Rybakov is 50 years old and hails from Mogilev.
Rybakov began his professional career in 1998 at the "Mogilevkhimvolokno" enterprise, where he advanced from synthesis operator to workshop head. From 2004 to 2008, he worked for the "Belneftekhim" concern, rising to the position of deputy head of the production and technological department.
From 2008 to 2015, he served as chief engineer and first deputy general director of "Mogilevkhimvolokno". He later became director of the mountain wax plant and managed it until 2017.
In 2017, Andrey Rybakov was appointed Deputy Chairman of the Belarusian State Concern for Oil and Chemistry, and in 2018, he became Chairman of the "Belneftekhim" concern. He has been managing "Belaruskali" since November 2024.
The lifting of American sanctions from "Belaruskali" and related individuals is linked to the Donald Trump administration's desire to establish economic cooperation with Alexander Lukashenka's regime in Belarus. The USA plans to make large-scale purchases of Belarusian potash, and its first shipment has already been dispatched.
One of the results of this process was several waves of releases of Belarusian political prisoners. A significant portion of them were expelled from the country immediately after their release.
