Government Complicates Salary Payments Under the Guise of Various Compensations
Starting January 1, 2027, the list of payments in Belarus that are not subject to contributions to the Social Protection Fund (SPF) will change. The relevant resolution was signed by Prime Minister Alexander Turchyn. The changes are intended to align the rules for accruing SPF contributions with the rules for paying income tax.
Specifically, contributions will not be accrued on retirement benefits within three average monthly salaries of an employee. If the payment is higher, contributions will have to be accrued on the excess amount.
A limit is also introduced for compensations for the use of personal cars, equipment, tools, and devices for work purposes. The amount within two minimum monthly salaries per employee will be exempt from contributions. Contributions will be accrued on the portion of the compensation exceeding this limit. This measure is intended to prevent cases where salaries are effectively paid under the guise of compensations.
The list of payments not subject to contributions will also include souvenir and commemorative products in the amount determined by the Tax Code. In 2026, this limit is 259 rubles from each source during the tax period.
Furthermore, the resolution stipulates that insurance contributions are not accrued on employer expenses related to holding ideologically oriented events. These include, for example, employee participation in official celebrations on the occasion of public holidays and memorable dates, thematic and charitable campaigns, as well as the purchase of flowers, souvenirs, and state symbols. This category also includes expenses for transporting employees to the venue of such events.
The resolution will come into force on January 1, 2027.
