Witkoff announced progress in talks with Putin

US President's Special Envoy Steve Witkoff, after talks with Russian leader Vladimir Putin in St. Petersburg, stopped in Oslo on his way back to the US, where he met with Norwegian Prime Minister Jonas Gahr Støre. The conversation took place directly on board a plane at the airport and lasted about an hour.

According to Støre, Witkoff conveyed information about the results of the talks with Putin. The Norwegian Prime Minister stated that Russia might also be starting to look for ways for a diplomatic settlement of the war in Ukraine.

The parties agreed to hold a high-level trilateral meeting between Russia, Ukraine, and the US approximately in mid-November. It is planned to discuss a system of security guarantees that will be in effect after the war ends.

Støre also reported that among the issues discussed with Putin were future security guarantees for Ukraine, its post-war reconstruction, and ceasefire mechanisms. The latter should, in particular, allow the resumption of grain exports via the Black Sea and energy supplies.

Witkoff himself wrote on the social network X that the meeting with Putin was aimed at building on the progress achieved during talks in Oslo with Ukrainian President Volodymyr Zelenskyy. According to him, the discussions were constructive, and further work is planned to continue in the format of trilateral talks between the US, Russia, and Ukraine at a technical level.

Witkoff also stated that US President Donald Trump remains firmly committed to stopping the war and achieving a comprehensive and lasting peace that will ensure the security and prosperity of future generations.

On October 21, Witkoff discussed with Putin for over three hours the settlement of the war in Ukraine. He conveyed to the Russian president proposals prepared based on the results of talks in Oslo involving Zelenskyy, Støre, and Finnish President Alexander Stubb.

Putin's aide Yuri Ushakov, after the visit of the American special envoy, announced that Moscow is ready to resume trilateral talks in the first half of November. He also claimed that the European Union and NATO have started to take the Kremlin's proposals regarding Ukraine more seriously, and stated that the matter is moving towards the conclusion of the conflict.
