It's not in the Road Traffic Regulations. Where did it appear and for what purpose?

In Grodno, a broken road marking was applied before an unregulated pedestrian crossing. The State Automobile Inspectorate is conducting the experiment on Haharina Street, writes Autogrodno.by.
The traffic police of Grodno region explained that this is an experimental road marking with a narrowing effect on the carriageway. It is designed to reduce the speed of traffic flow.

By the way, such marking is not included in the Road Traffic Regulations. After the State Automobile Inspectorate shares the results of the experiment, the broken marking will start to be used in other cities of Belarus as well.
