Major changes await the Academy of Sciences

Alyaksandr Lukashenka signed Decree No. 367 "On the activities of the National Academy of Sciences of Belarus" on October 19. The document provides for changes in the organization of work of the NAS, its structure, and the activities of subordinate institutions. The stated goal is to strengthen scientific and production potential, increase the practical focus and effectiveness of research, writes BelTA.

The decree provides for the liquidation, reorganization, and transformation of a number of state scientific institutions and scientific and practical centers of the Academy of Sciences. According to the authorities, this should help eliminate the duplication of functions and concentrate resources on solving applied problems in the field of technology and engineering that are prioritized by the state. A new version of the NAS charter has also been approved.

To strengthen the management vertical and personal accountability of the leadership, the Chairman of the Presidium of the NAS, his deputies, and the Chief Scientific Secretary will receive the status of state civil servants. The Chairman of the Presidium will also receive powers to appoint and dismiss heads of subordinate organizations, their deputies, and scientific secretaries.

The powers of the Presidium and its bureau will be expanded by transferring part of the functions of the General Assembly to them. This should allow for faster decision-making related to the activities of the Academy of Sciences. In addition, considering optimization, the maximum staffing level of the NAS apparatus will be determined.

The procedure for electing full members of the Academy of Sciences — academicians — and corresponding members will also change. Additional criteria for evaluating scientific achievements and age restrictions at the time of nomination will be introduced for candidates: up to 70 years for academicians and up to 60 years for corresponding members.

Candidates must hold a Doctor of Sciences degree and the academic title of professor, manage scientific, scientific-technical, and sectoral programs, and have made a significant contribution to the development of science and scientific and practical work in their declared specialty.

In addition, Lukashenka received the right to award academic titles by his decrees to individuals who have made a significant contribution to the development of the national economy, Belarusian, and world science.
